Historically, the time to buy these companies is when their business is bottoming out. If you wait until earnings recover, the low stock price will be long gone by then.

what he fails to report (Jimmy probably does not even know!): After many quarters of impossible performance and with no recovery in sight, the whole ISSI crew is totally de-motivated. Walk into the premises and see nobody there. But read their intranet memos: The "cc" list is longer than the message, ISSI has become a virtual corporation!
