From what I know, one needs to have an account in Canada or overseas. I don't know if the "no shorts under $5" rule is an SEC rule or a rule that each brokerage establishes on its own. What I do know is that people can and do short these stocks, and PNLK has been targetted before during past runs.

If you have access to a Canadian account, you can short a "bb" to your heart's content...

Though per the rules that most of us play by, you can not short a non-marginable equity.....

Margin is specific to stock (sector), index (exchange), and individual brokerage house policies....and is not necessarily a function of price.
