Just as with the impeachment matter, it depends on the weight given to the offense, especially in the light of the persons subsequent behavior. I don't think it was a minor infraction, and although the INS is indeed part of the Interior Department, the Justice Department os still the ultimate enforcer, especially against someone like Baird herself.
