Great idea TigerPaw.. but the patent efforts are driving further into ownership than you know. They want to have the whole ball of wax. A scenario might follow:

A patented hybrid that claims all future spontaneous evolutions is heavily marketed at hugely discounted prices to grab the largest market share possible.

Allowing royalty fees, like software site liscenses, to harvest some future seed from that crop. The cost structure and royalty lock-in manages to overwhelm other seeds with the net result of agri-business owning the crop, the seed, while the farmer only owns the land and provides the equipment and labor.

Solutions: Farmers need to co-op, maintain and nuture competetive
seed stocks... but that's not captialism, the corporations will complain. <g>
