USAI and CBS had IPO's and didn't give anything to the shareholders. It "enhances" the shareholders' value because it gives the company more money to invest and they also keep a lot of the IPO shares that tend to go up. The only company recently that I have heard of giving its shareholders any IPO shares is CITN. It is a very small company traded on the BB that is giving 1 share of its IPO for every 42 shares held. CPQ may well be giving some shares as a dividend but I wouldn't hold my breath.
