Won't matter what speed grade Intel chips are if nobody buys them.
They better listen up and destroy all chips with this I.D. built in.

What will bother me is that these representatives will most likely be using scare tactics. "Do you really want the 800 lb. gorilla watching your Net surf habits? Do you want to undermine democracy and the will of our forefathers by buying the chips of Big Brother Intel?"

Most likely these representatives will get their way in the end if Intel fails to convince them that the chip ID, now disabled by default, will not undermine privacy on the Internet. Intel doesn't need another FDIV fiasco where the technically correct explanation fails to overcome the mistrust of the unwashed masses.
