The most important word in that phrase is "would".

Actually, Intel stated that it would not divulge any of the CPU IDs!!

What is much more likely to happen is that the gov't will start searing bar codes on our foreheads so that the black helicopters can come find us when the Y2k bug destroys civilization!

Intel is not pursuing this incredibly advantageous technology because of unfounded fears. So I guess the paranoid survived!
