Since god is supposed to be omnipotent, and omniscient, god knew that if he created man, man would take other men (and women) as slaves. Therefore, it follows that god knew that slavery would exist, but created the conditions and environment for slavery to become institutionalized and widely accepted anyway.

Once slavery was firmly established, then, according to the scriptures (the "word of god"), he spent the time and energy NOT to condemn the practice of slavery, NOT to call it evil, NOT to forbid it, but to define it, refine it and outline the specifics of who may or may not be a slave, how they could be beaten and for what, and which ones could be justly murdered for not obeying their "masters".

Of course, this was no supreme being talking, but the crafty, powerseeking men who finagled their way into becoming Israel's "judges".
