QUALCOMM Reduces CabCARD In-Cab E-mail Prices By Up To 50 Percent

-- Substantial Savings Passed on to Truck Drivers --

SAN DIEGO January 26, 1999 QUALCOMM Incorporated (NASDAQ: QCOM) and Transcommunications Incorporated today announced significant price reductions on CabCARD® Personal Communications services. This reduction will provide immediate savings to the over 85,000 truck drivers who have access to CabCARD services today. The price of a standard in-cab e-mail message of 100 characters has been cut by 50 percent, now costing just 25 cents. The price of each additional 100 characters is reduced to 20 cents. This tremendous savings is possible due to wide-scale product acceptance and the re-engineering of the process in which CabCARD email is delivered to drivers. Prices for P/E-mail, an in-cab paging and pre-programmed e-mail message service will also be cut by 50 percent to 25 cents per message. The price reductions will be available February 1, 1999.
