You're right. I had a chat with a Democratic Party political operative today who said the Democrats' commercials for Congressional candidates in 2000 could go something like this:

"For the past two years the Democrats have focused their energies on fixing Social Security, grappling with welfare, improving access to health care, cleaning up the environment etc., etc. What have the Republicans focused on? Just one thing. Vote Democrat in 2000."

No need to defend or mention Clinton.
