HEC could have cancelled the pipeline order because they are likely to have an Enron type of company build it for them with their own financing(read not HEC's money) in the Bolivar. It seems there are many "experts" on this board with myopic vision or "one fact makes or breaks their complete investment opinion" approach.
The Islero is believed to have developed a "skin", reaction between drill mud and the formation which prevented liquid flows. As described to me, you get a hard caking of drill mud solids in the formation(plugs it up like concrete) which is relieved by disolving out the limestone fragments using acid thus causing channels for the oil to flow. Takes 3wks.
It is believed that this will prove the commerciality of the Cambulos. However because the downhole diameters are now fairly small there is no room for a high volume pump. Therefore HEC may deem the well successful yet not economical after testing.
Those who are upset at this result should reexamine what their expectations are and reassess.
HEC is in the business of mining, 8,000ft. down thru a 12in. hole in unexplored terrain. I would call this a successful first try. They haven't discovered water, it was a tough, tough drill and they made it work, they did find oil and high quality at that. Highest in Columbia I believe.
This could yet be part of the biggest discovery in the western hemis.
The fat lady has not sung.

Hec has about 100 min. in cash. That could have changed somewhat.
They also have positive cash flow operations in the USA.
