A Technical Safeguard Agreement was signed
between U.S. and Russian negotiators, paving the way
for the next Globalstar launch next month.

Lift-off has been tentatively set for Feb. 9 on a Russian
Soyuz rocket from the launch facility in Kazakhstan,
according to sources.

The TSA was signed by Secretary of State Madeleine
Albright, the Kazakhstan Foreign Minister and the
Russian Foreign Minister on Tuesday. The TSA is a
blanket agreement for all Soyuz launches for
Globalstar.

According to analysts, the TSA signing could allow
Globalstar to begin service by January, if not earlier.
