Poet... OTC BB's & Waterhouse... SURE you can trade BB's, I do all the time! It just won't usually give you a quote upon ordering, but when you hit submit it will be accepted. They're just not marginable there I don't think.

I use Waterhouse and I trade BB through the Web Broker.
They won't give you a BID & ASk but I just place my
order in and use my real time for quotes..I don't
trade them too often but some of them were KANA,DCTC,JAWS,
SHOW,TSKG and about 20 others. I might try CITN.
