A small float doesn't work the same for the downside as the upside. The float makes the supply low, but the demand is based on how many people want the stock. If everyone wants the stock and there is a supply shortage due to a small float, then the stock sky rockets. If everyone who holds the float wants to sell, there can easily be enough buyers who will take their shares. The small float has nothing to do with the demand.

So, the volatility of this stock is definitely on the upside.
