Isn't the more salient point that Skinner has wisely based all the business on overseas ventures? As far as I know, our government has no jurisdiction on gaming in Australia, Europe, the Caribbean, etc. The Internet creates grey areas regarding borders, but as you point out, it will be up to the sites to create gateways to ensure responsible gaming and barriers to those who are not of age to be there or are accessing from areas which restrict gaming.
