The sender of the e-mail said there would be a P/R TODAY!

I personally verified with College Registrar that the sender
of the e-mail to Mex was an enrolled student who graduated in
1998 with a Ph.D. I posted the info on Mex SA and Gizzard thread.

No guarantee, but as good a confirmed source as any I have seen.
