John, AG apparently feels very strongly that even with an independent control for market invested funds, that because of reporting requirements, people would still know where the Government was putting the money. (Think of the size of the investments and think also of the extreme temptation for a politician to try to steer assets to his benefit or state). Therefore, a market bias would be established and he really does believe in non-interference with capital markets.

If you know how politicians approve the manipulation of existing funds, then it should be apparent what would happen once those funds were allotted for purposes of greater gains.

I think he's just making the point that like everything else, we have to put away or make provisions for future needs, not necessarily by tax increases but by some combination of saving and investing.
