Well, what is to stop some new shorters as we approached the 52 week high twice, etc etc. The short interest will never go to zero-)

My best guess is that there will be a point right around the current level where the short interest will be fairly steady. I looked at Dell for comparison and their short interest ranges around 3 - 4%. I would also expect the share price to become more volatile as the average volume declines. Continued sales announcements and statements from the CEO of EMC will remain useful.
