CDG posts GSM IPR report on web

LOS ANGELES—The CDMA Development Group announced it has
posted a report on the web authored by the International
Telecommunications Standards User Group on Global System for Mobile
communications Intellectual Property Rights and Licensing Issues.

The ITSUG report indicates that IPR is an issue associated with entrants
getting into the GSM market, a view not commonly represented in the
current IPR discussion around 3G, said CDG.

CDG said the report discusses the barrier to market entry IPR poses for
GSM equipment manufacturers, with a detailed analysis of cumulative
royalty fees. The Web site is www.cdg.org.

I know this sounds silly and stupid, but Walt I didn't understand a bloody thing you said. I'm just a tassle loafer, you understand. I guess I don't understand the basics of chip rate, synchronous, asynchronous and the varying rates. What I understood is that the chip rate selected is applied to the whole system and that all the elements had to be the same rate, and that if a different rate is selected then the whole system has to be changed to the new chips/rate. Please elaborate.
