I think there are two explanations. One would be they want to keep the supply of stock low to maintain the buy imbalance caused by the Inut mania. Two, if you can get maroons to lend you nearly a billion, why not? It is a great roll of the dice and arb play for the company; the existing shareholders are the big losers if things don't pan out.
