What headaches? The concentration of powers in the center is a latter development. There are already states without local income taxes, sales taxes, and other differences in public administration. What's wrong with that? Is Clinton about to propose a Federal Minimum Tax Law for the states.

BILLS 2ND CHAT WITH CURRIE CAN BE SEEN AS OBSTRUCTION

PRESIDENT Clinton got word that Kenneth Starr was
investigating his relationship with Monica Lewinsky 12 hours
earlier than was previously thought.

The president first learned of the Starr investigation late on
Tuesday afternoon, Jan. 20, 1998.

This revelation is significant because it casts into new light the
presidents conversation with his secretary Betty Currie on that
date.

In this meeting, the president did what he had said two days
before on Sunday, Jan. 18 - asking her leading questions in
what House impeachment managers say was an attempt to
structure her testimony.

Impeachment investigators have wondered why the president
felt it necessary to repeat himself and have the Tuesday
meeting with Currie.

It now appears that his conversation with Currie was not simply
motivated by a desire to repeat what he had said on Sunday,
but was triggered by the presidents learning that Starr was on
his case.

The new revelation has come to light - and is reported here for
the first time - through an examination of an off-hand statement
made on Feb. 7, 1998, by then-White House deputy
spokesman Joe Lockhart.

Seeking to rebut the accusation that the Sunday Clinton-Currie
meeting was to coach her testimony, Lockhart noted that the
White House learned on Tuesday afternoon about Starrs
investigation.

This admission puts a new context on Curries subsequent
testimony she met with the president on that same day -
Tuesday, Jan. 20.

The fact that the second of these conversations between
Clinton and Currie took place after the White House learned
that Starr was on the case reinforces suspicions it was part of
the presidents effort to structure Curries testimony - amounting
to an obstruction of justice.

Until the Lockhart quote came to light, it had been thought that
the president first learned of Starrs involvement in the Lewinsky
affair late on Tuesday night when it was first posted on the
Washington Post Web site.

But the Lockhart quote, unearthed in an examination of old
White House statements, makes it clear he learned about
Starrs interest in the affair on Tuesday afternoon.

So what happened is becoming clearer.

*On Saturday, Jan. 17, 1998, the president was deposed by
Paula Jones lawyers. Thats when he learned they were onto his
relationship with Lewinsky.

*On Sunday, Jan. 18, 1998, the president met with Currie and
basically told her what she should say if asked about Lewinsky.

*On Tuesday, Jan. 20, 1998, the president learned, in the
afternoon, that Starr was investigating his possible perjury in
the Jones deposition. He opened his Oval Office door, called
Currie inside and went over the same ground he covered on
Sunday.
