It means that the people of that state do not have to be complicit, and that it is not too easy to have an abortion, you have to be determined.

How "determined" does one have to be, especially when the borders are open, and in this day and age of interstate freeways?

And this is a very significant difference. Additionally, were states that reject abortion given an appropriate tax break (even if its miniscule) representing their share of federal tax revenue given to abortion groups (such as Planned Parenthood), then this would be most excellent.
