If they separated the social security net income from the main budget, the so-called surplus would be a deficit. Have not seen the actual numbers in a while, but one Congressman, whose name escapes me, sometimes provides such data to the public.

I wonder if Clinton was listening when Greenspan just reminded the Senate that counting on annual surpluses for the next 15 years was extremely risky (more like foolhardy)?
