Brent,

You are wrong about the one year time span.

Vivus was not into any type of partnering negotiations until the beginning of Q3 1998. They have only been negotiating for a partner for about 7 months.

I feel that this has been too long but don't forget that the Viagra noise is at its loudest as it gets launched in new countries and this noise is now much lower along with safety concerns regarding Viagra.

Japan has never allowed approval of a product without first requiring to run ITS OWN phase III clinical trials.

Why do you think they for the first time ever they decided to skip this requirement on a lifestyle drug which has some severe safety concerns looming over it?

I'll tell you why--same reason as what happened in the US.

Japan could have either watched their men keep making flights out to Hawaii to buy Viagra and continued to see its black market Viagra problem or else jump onto the Viagra bandwagon. Now they will have their own domestic factories producing Viagra which in tern will produce new jobs and new tax revenues in an economy in recession.

I don't really think that any of these governments view Viagra any differently than alcohol, cigarettes or pornographic magazines--by having government control and taxation they will make money on products that will permeate into their society regardless of whether or not the government legalizes the product.
