My startup folders were both empty.

I'll bet you have C\Program Files

Sure do... Are you saying put quotes around C\Program Files? The funny thing about w98 not finding C\Program at startup is I click ok on the message and thats the end of it.... no repercussions in system functionality that I have come across yet.

About the Dos boot disk:

I've assembled all the commands you mentioned as basic. I could put in most of the others on your 95 Boot Floppy list except expand.com which I didn't find on my w98 anywhere. I guess it wouldn't hurt to have more than the basic commands on floppy so I'll go ahead and add whichever of the others I can find. I presume the NTFSDOS,hlp and rdme would come from NT.
On the cd driver front the only ide driver on the TOSHIBA site is ATAPI.EXE. Does that sound right to you? All your cd drivers were .SYS. The soundblaster driver you mentioned (SBIDE.SYS) does not seem to be available anymore. They have sbide121, sbided95, which is a huge file for a driver, and sbide20 which is supposedly the most recent. Which of these would you put on the floppy instead of sbide
