Preferred Voice Completes Phase One of National Master
Distributors Recruitment

DALLAS--(BUSINESS WIRE)--Feb. 1, 1999--Preferred Voice, Inc. (OTC BB:PFVI),
headquartered here, said today it has successfully completed phase one of its recruitment of Master
Distributors, adding distributors in Boston, Mass.; Miami, Tampa, Orlando, Tallahassee, Jacksonville
and Palm Beach, Fla.; Austin, Houston, San Antonio, Corpus Christi, and McAllen, Texas; and
Detroit, Mich., each of whom has paid a fee for their territory.

G. Ray Miller, Preferred Voice CEO, said, "The Master Distributor recruitment program was directed
towards well-established organizations with large customer bases already in place that could use the
Emma Family of services. Early indications give us good reason to believe that large numbers of these
