Also note that almost HALF of 3dfx's business comes from Europe/Asia, where they will use other board makers. the 500K reflects guaranteed, fast rampup capacity, they could still subcontract additional boards from outsiders.

Voodoo3 boards are not complex at all. One big chip, a few medium size memory chips, a couple of connectors, and maybe a half dozen or fewer discreets. Very simple compared to the other types of cards STB made/makes, such as IO, Sound, etc. The chip may be complex, but the boards are extremely simple.
