LOL! "Q: Why do dogs lick their private parts? A: Because they can." I once dated a man who could do the same, though with some difficulty. He practiced yoga, and was able to do it while engaged in a yoga position called "The Plow." I was envious, but it did make me reluctant to continue going out with him.
