I have been using Dreyfus(www.tradepbs.com) for about a year. Their website is rarely down. They also report very fast on executions. And if you are an option trader, they have all of the option chains at easy disposal.

Their commisions are about $15 a trade.

I have found Fidelity excellent--no down time, 5 watch lists, fast executions, real time quotes,5 min charts, etc
