I think it is more than dubious. It is dangerous and could well be used to force some senators into a corner.

Just wait and see... The Republican hardliners will position the "finding of facts" motion a day or two BEFORE the motion to convict. So, if there are any Republican or Democrat senators that are thinking of voting for the former but against the latter, the right-wing hardliners will have a couple of days' time to really turn the screws on such "fence-sitters"...

Although jlallen already mentioned it, I would like to underscore that if it is constitutional to censure Clinton, it is constitutional to say that the basis for censure is that he is guilty on the facts, but that an insufficient number of Senators thought the matter rose to the level of removal.
