Basically a whole slew of color palm-sized PC's are coming out.
CE will always be at a disadvantage because of the massively slow operating system (based on Windows NT) which will always require a much more powerful processor to even approach the palmpilot speed. This consumes more power and therefore you have less time per charge or require a larger & heavier battery.
As technology progresses the speed of the processors will increase and the power consumed relative to the display will decrease. Eventually it will reach the point where CE being at least 10x as slow will not be that dramatic a problem, but it could take several years.
This message is coming from a Windows CE HPC (the kind with the keyboard) so I know of what I speak.
