Even some Republicans appeared lukewarm, if not outright opposed, to the idea. They say they have serious reservations about its constitutionality. "The Constitution doesn't say anything about a bifurcated finding, in other words -- finding somebody guilty and then not ousting them," said Sen. Richard Shelby, R-Ala.


Let me predict that notwithstanding what Shelby and other Republican senators are saying right now about the unconstitutionality of the proposed "findings of fact" motion, they will all fall in line when the right-wing religious support base of the party cracks the whip and orders them that they should all vote for it.

They should vote the articles and forget about it. It is inappropriate for the congress to punish the President.
