If you go look at the 50's to 70's, it was routine for the Congress to pass 10-20% increases in the Social Security payments every year. That, plus the large expansion in the Social Security Disability Income program to include more "disabilities". A third of SS is paid to SSDI beneficiaries. Almost a year doesn't go by that they don't expand the benefits in the program. No wonder it's always on the brink of insolvency. The last two major SS increases were passed when they claimed SS was within four years of bankruptcy. They're claiming Medicare will go bankrupt next year. They've been claiming this for about 4 or 5 years straight.
