Perhaps, I might be of service...given my roots in the Deep South.
'Liable' is a common word in 'these here parts'. I think that you might best understand it as 'likey' or maybe 'could'. It might be used in such a way:
'With all these helicopters,SWAT teams, and Federal Marshals that are surrounding the DTC, anything is liable to happen.'
I would declaim any knowledge of what it meant as it was used in the document.
