That's the problem, isn't it? The state is usually so broke that there really has to be a desperate gap in the private network of support before the state will get involved. Do you know what an "Angelmaker?"
is? Do you know what happened to leased out prisoners in Alabama and Tennessee in the 1900's? Do you know of peonage in south Georgia in the '30's and 40's? Or slavery in Minnesota in the 1960's. Or Jeffrey Dahmer? That pair of kids were abused and prostituted by their deranged mother who should have been institutionalized (IMO). Who then would want them in their home with their own kids? Charity may begin at home but it often stops there as well.
We have a case in which parents of children with special needs have sued the state, and the federal court has ordered the schools (Felix vs. Waihehe) to provide whatever special education the children need. The Federal government still decrees unlimited mandates. One kid on Maui is highly assaultive -- beats up other kids. The teacher tries physically to hold him, restrain him from injuring others. She is sued personally (along with the state) and suspended. We can't recruit teachers because we rank 48 in pay, and number 1 in personal liability. 2 per cent of the kids are getting 10 per cent of the resources, and schools do not have air conditioning, books, clean water, laboratories, computers and other things that they need, do poorly on national tests, can't get in UH, and can't afford to go anywhere on the mainland. The State is broke, and wants economic development. Sure.
