Maybe. But you still have to take it up with Gramm and Shelby. At any rate, what legal meaning does it have? Would it mean anything in court? The Senate proceedings are hardly operating under anything like conventional courtroom procedure. And constitutionally speaking, it's not their place to "find facts" in the judicial sense. It sounds like a somewhat arbitrary appropriation of judicial terminology, if nothing else.

The Republicans can dump whatever they want on Clinton, it's their rules. The Republicans also have to come up with a better slogan for Y2K than "you're stupid and we're not!". Or maybe you can sell it, eh, Neocon?
