Trout, game fish or bait fish?

A few years ago, a guide got caught using Trout for Striper Bait. I think it was in the Brazos River in the tailrace below one of the Dams. They caught what would have been a new State record 50+
when they tried to turn it in for certification the warden/agent got suspicious and after examination they found the trout carcass inside.
THey also got further evidence when their story was that during the fight they had to cut loose other lines and the warden actually found the float/bobber downriver with a trout still on the hook. Guide got a pretty hefty fine $1500+ and suspension of license , clients had to give up their record fish. Pretty stupid, a gizzard shad probably would have done just as well.
