Rational in this definition means being able to determine reality from fantasy or illusion or wishful thinking and being able to act upon reality. It is taking the cognitive process and using it to comprehend your environment and then utilizing that information to benefit the self.

Is a person who is in the process of being transported by strong visions of say, music, poetry or art "rational"? Again, I would say not.

Music does not inherently make one irrational. If they are rational, they will remain rational.

Is a person who is engaged in sexual congress with someone whom he/she desires deeply, and enjoys utterly, at that moment "rational"? Again, I would say not.

Yes, they are. It is precisely then when an individual must reveal themselves fully to another that they are driven to be the most rational. A man and woman at the height of sexual passion are surely more rational than Kant ever was, or than Marx was while writing Das Kapital.
