Frank, Interesting thought. Sort of like the VISA model. Merchant pays access fee (to the VISA network) to allow consumer VISA purchases. A sale they might otherwise not have gotten--especially impulse purchases.

Could work. I'd love free broadband access. Let's lobby for this. Man's right to communication networks is a basic human right and charging access fees is unconstitutional and inhumane. Ahhaha could write an article for The Economist about it :o).
