etrade has not even worked with via
their touchtone either....i do a couple of
my nieces accounts via etrade for otc
and really have no complaints (that the other
on line brokers dont have the same problem with)
but you could try www.ndb.com(national discount brokers)
i use them for my otc stock plays..
