That's kind of the idea - one base set of electronics, just swap the CPU and set the clock and away you go. In reality it's not quite that simple, especially for the high end stuff, but it's a step in the right direction. I have heard a lot more about this from AMD than from CPQ so I can't say what the real state of this technology is today.

Win95/98 would run on the K7 just fine. NT would run on either chip, but the binaries are not the same between Alpha and K7. So it's not quite like changing your printer.
