I'm not sure about kilts being nine yards of tartan, but the expression "the whole nine yards" came from the fact that the machine gun belts of ammunition in fighter planes in world war II were 9 yds long laid out on the ground before they were loaded by the mechanics. the returning pilots would inform the waiting ground crew that they had shot "the whole 9 yards" to give the indication of how much rearming/reloading was necessary.
