David First of all, not even Senators can get the SEC to adequately explain what their rules are or mean. Second, the Bulletin Board and Bulletin Board Market Makers are in a sphere of their own. Third, the only time any such supposed procedure as you delineate was ever followed was once in 1928 when Joe Kennedy got ripped off and threatened to blow the brokerage house to kingdom come. Fourth, if you believe these procedures occur, especially on the BB, you haven't traded there or have lost your shirt.
