Barb, that's it. If you are no longer actively looking for a job, i.e. gave up and plan on living off someone else like a spouse, you are out of the labor market. So a 50 year old manager that gives up looking after a year, isn't quite ready to work at a fast food joint and lives off the wife's income and farting around with who knows what, is not counted.

This number has exploded compared to historical standards, helped in no small part by wild gains in the equity markets and no doubt is the reason we see "low" official unemployment, yet little wage pressure. There is a huge pool of labor that will come rolling in if things get tight.
