Are you talking about now, or historically? I do believe that historically, most populations were almost totally comprised of cerfs, with a very small and quite static ruling class.

Now, it would seem that while in America some of the poor have enriched themselves, it is very hard to do that without good health and a higher education. With the end of affirmative action, however, fewer of the poor, who tend also to be minorities, are able to attend.

So exactly which time period are you talking about?
