First off, unless the Reagan government stopped mingling the SS funds with the regular taxes (which it didn't, of course), its intentions are questionable.

Besides, many people agree (or at least suspect) that the younger people won't be getting any SS benefits in their old age anyway.

So, what Reagan did to the younger poor people was to tax them more even as he reduced the taxes on the rich people.
