Here come the "experts" dispensing Y2K 'Prozac' to save us from our supposed paranoid delusions of crumbling systems. "Now calm down you bunch of fearmongers! You don't know what you are talking about. I am an expert in ________. Trust me on this! Everything is going fine and under control. I am the Great Oz! Do not look behind the curtain..."

Gee, we wouldn't want folks to lose confidence in The Status Quo and prep-I mean panic...

The stakes are high and about to go parabolic for the Government/Media/Corporate complex (with apologies to Ike)...

Early last year the World Bank initiated a global outreach program of awareness seminars, assessments, information
dissemination and financial assistance as a catalyst to
developing countries. A World Bank survey of 139 developing
countries showed that at this point in time, only 15 percent are
taking concrete steps to fix the problem, 24 percent are aware of
the problem but not taking action, and 38 percent have appointed
a national Y2K coordinator.

I was just wondering if there's an assessment been done on the possible breakdown in the areas of power generation and
transmission and what sort of contingency planning is being
considered for this and what level of information-sharing there
has been in terms of contingency planning if there are possible
power cuts and things.

MR. SLOAN: Actually in the area of power generation, et cetera, that has been identified as one of the critical areas that we
need to deal with.

There are several major initiatives going on. There is a consortium of power companies around the world who have put
together a group looking at the contingency issues, fixes, et
cetera, what can be done.

The reports given by oil majors Chevron and Shell in relation to their examination of their tanker fleet has shown up to 20% of
systems to be non-compliant, with equipment built between 1987
and 1993 particularly prone to problems. Newer ships obviously
are fitted with considerably more programmable devices than older
vessels (ref 6).

Problems have been identified in a wide variety of systems, including radar mapping, ballast water monitoring, cargo loading
computers, vibration monitoring, engine management and GMDSS.

The reported costs of carrying out audits and testing and replacing of items whose pedigree cannot be confirmed are
moderate, typically $20,000-$30,000 per ship.

However, the problem is largely unbounded and despite a comprehensive programme, carried out with due care, there can be
no guarantee that failures may not catch out the unwary.
