That is not the way this country was supposed to work. Plus taxation of personal income violates personal and property rights. It wasn't introduced until 1914 and then with great controversy. Factions in the federal government had been trying to get it through since the later half of the 1800s, but it was always rightly slapped down as being a violation of personal property rights and unconstitutional.

Finally it was put into force in 1917, thus changing the power structure of the US and diminishing the power of the individual US citizen. Promises were made and broken. Then threats of force and intimidation were used to make people comply.
