What is the penalty for not paying estimated taxes?

I read somewhere that it is 9% annualized or the return of a 30-year bond. Is this correct?

The same book also said that many chose not to pay the estimated taxes since the penalty was so low. I would do the same if in fact it is so low. Just reinvest the capital instead of losing it to taxes. 9% isn't much for traders.
