Rock hopeful of resolving expropriation compensation claim

Further to news in Stockwatch Dec. 15, 1998, management is confident that a
quick resolve of its expropriation compensation claim by negotiation can
now be reached given the fact that the much awaited Mining Rights Amendment
Act and the Mineral Rights Compensation Regulation have now been made law.
In late January the Minister of Energy and Mines stated that the criteria
for determination of compensation claims is the "fair market value" at the
time mineral tenures are expropriated. The new compensation regulations
N611 act as the guideline for the existing 80 claims.
As stated in Stockwatch Aug. 19, 1998, Rock commenced legal action in the
Supreme Court of British Columbia to recover in excess of $15-million which
Rock advised the government in early 1996 would, in Rock's view, represent
"fair compensation" for the expropriation resulting from one of 80 new
parks established on July 11, 1995. Both the government of B.C. and Rock
Resources believe the new initiative will reduce the likelihood of
expensive litigation and renew investor confidence.
The first meeting with the government's new negotiating team should be
known this week.
